by: Herold Pelonio

To enhance economic growth, the National Economic Research and Business Assistance Center (NERBAC) in Bicol was established by virtue of Republic Act 7470. With NERBAC-Bicol, local and foreign investors are provided with the following: a One-Stop Shop Business Center that expedites the processing and issuance of all government permits and licenses; a Knowledge Management Center that maintains database of business and investment researches, pre-feasibility studies, publications and product catalogs; and an Investment Center that facilitates and promotes Bicol as one single investment destination.

Initiatives pertinent to streamlining of Business Permits and Licensing System and Investment Promotions have been undertaken, since its establishment last June 2008. A One-Stop Business Service Center that houses Government Licensing Agencies will be on its full-operation this year and Investment Promotion activities which aim to attract inflow of investments are being implemented.

Last August 25-26, 2009 at the DTI Conference Room, Legazpi City, Albay, a planning workshop was conducted which aims to establish and operationalize the Knowledge Management Center of NERBAC-Bicol. The lead facilitator of the said planning workshop was Dr. Malu C. Barcillano with Benita Michele S. Ciudadano and Herold E. Pelonio as co-facilitators, all from the Center for Local Governance.

The Knowledge Management Center aims that all valuable information, insights and knowledge from the different line agencies of government will be effectively shared to stakeholders. Thus, the planning workshop is the way to fully operationalize the Knowledge Management Center. Participants of the planning workshop are the Technical Working Group for DTI-NERBAC Bicol.
